The use of biomass and organic
fraction from municipal waste constitutes one of the cornerstones of
modern management of the trinomial resources-products-waste. This
fact is reinforced by the application of European standards on
landfilling.
The consideration of this subject has two
perfectly defined phases. On the one hand it is the collection and
treatment processes and on the other hand it is the development of
the different aspects concerning the obtained product from them,
specially the compost.
There are different liberty degrees to
undertake first stage, although their parameters are very well known
and they are proven enough. It is a matter of finding the most
efficient combination from environmental, economic and social point
of view.
The approach for the second phase is closely linked
to the quality and the competitive power of the product. Without
question, quality standards represent an important challenge, but
also in this case, their parameters are well known. The major
pending question would be competitive power. Today, the bottleneck
for the best use of the organic matter lays in the actions on the
demand and therefore it is essential to focus on the idea of the
product, not in the idea of the waste.
All the above aspects
are to be considered in the frame of a new culture, from the point
of view of the integrated waste management and the maximum
utilization of refuse, limiting those solutions oriented to
energetic valorization and landfilling to a bare minimum.
The
Congress will have a second part dedicated to the solution relative
to prevention, recycling and the reuse which allow removing, from
municipal tracks, different types of waste, beyond the consolidated
separate collection systems for paper and cardboard, glass and
packages.
All these questions represent the main objectives
to inspire the sessions of this Congress, which is opened to all
experiences and points of view in the European Union 25.
